Barisan Nasional Perak commanded 31 state seats, a simple majority of three over the 28 held by Pakatan Rakyat to form the new Perak Government.

Ironically, democracy is a form of government in which power is held by the people under a free electoral system. Majority rule is a decision rule that based on which has more than half the votes and is often the characteristic feature of democracy.
Undeniably, Barisan Nasional Perak has secured the majority of state seats to form a new Perak Government after four PR assemblymen left their respective parties and pledges allegiance to the BN. The heroes are Hee Yit Foong, Jamaluddin Mohd Radzi, Mohd Osman Mohd Jail and Nasarudin Hashim.
Najib brought along the 28 BN state legislators and the three independents backing the coalition to see His Royal Highness Sultan Azlan Shah to make his case for a new government.
Sultan Azlan Shah
His Royal Highness Sultan Azlan Shah had used his discretion under Article XVIII (2)(b) of the Perak Darul Ridzuan State Constitution and did not consent to the dissolution of the Perak State Assembly as requested by Mohd Nizar for the dissolution of the state assembly.
The sultan has also asked Mohd Nizar and his exco line-up to resign with immediate effect to step down to pave the way for a power transfer.
If YAB Datuk Seri Mohammad Nizar Jamaluddin does not resign from his post as Perak Mentri Besar together with the state executive council members, then the posts of Mentri Besar and state executive councilors are regarded as vacant.
Under democracy and constitution, by far, a new Barisan Nasional (BN) Perak state government thus is a full-fledged lawful government.
